If you’re experiencing screen flickering on your CRT monitor, there are a few things you can do to adjust the settings. First, make sure that the monitor is properly connected to your computer. If it’s not, the computer may be trying to send signals to the monitor that it doesn’t have access to. Second, make sure that your graphics card is up-to-date. Older cards may not be able to handle CRT monitors as well as newer ones. Third, try adjusting the refresh rate of your monitor. This will reduce the amount of screen flickering but may also cause other problems with graphics and video playback. ..

Right Click any open are on the desktop and go to Properties.  This will bring up the Display Properties window.  Now click the Settings tab and then the Advanced button.

In the Advanced options click the Monitor tab and choose the highest setting the monitor is capable of displaying for Screen refresh rate.  Then click Apply and OK.

You will notice a great difference in the display as it will be smoother and not flicker crazily.
